Sagging breasts on a teenage girl- regular?

My 16 year old niece is markedly self-consious about her breasts, because she feel that they sag more than they as a rule should. Is there a mundane length they should be at? What would cause/prevent this possible premature sagging?

The real interview is are they sagging. The pertness of breasts is allied around size. If she has larger breats than the culture she is comparring herself to then they may very well appear to be saggging. Breasts are fat and not muscle. The solely way she can move up her breasts is through exercise for the muscle beneath them.
A good powerfully fitting bra is essential for us larger ladies. I am a 36 but take an F cup (or DDD) otherwise the bra offer no support and they hang out and hang down. I don't know why but I cannot buy them in the shops and hold to look on the net.

Unless she has unusually immense breasts there should be no baggy. A breast is considered sagging if it will hold a pencil placed underneath it. A small point of sag is usual in larger breasted women.
