I am 18 yrs old and my breasts are exceptionally small... is there something wrong near me?

I barely fit into a 36A and I enjoy yet to see another girl my age as flat as I am. I can even fit into the preteen bras! I am 5' 9" and going on for 150lbs so I look pretty wierd. I don't even feel approaching a woman sometimes...What's wrong with me?
