How can i lose the weight within my arms,belly,and chest?

i been trying to lose my upper body for five years i have lost twenty pounds but i havnt lost any weight contained by my upper body well i have gain the twenty pounds back because for some purpose iam not motivated anymore it seems approaching iam not losing were i want to lose. how can i obtain movtivated again and lose the weight i necessitate to lose 80lbs hopefully by july i can lose at least 50lbs.
