Anyone know adjectives the sizes of breast from A cup... to., is A cup the smallest?

I feel so embarrass something like my breast, i almost turn into 18 and my breast is still flat, similar to the smallest cup. I dont know what to do to create it bigger, do i have need of a breast transplan?
