I have lumps on both my breasts. Normal?

Okay summary : I'm 13 and I hold NOT GOTTEN MY PERIOD all the same. I don't really own breasts...in recent times my nipples sticking out. I have lumps surrounded by both breasts earlier, but they go away, and in a minute the vanished lump feel alot bigger than the right. The gone nipple is bigger than the right...Am I freshly growing or is this something else?
