Inserting a tampon-- can't do it?

I've tried really really really hard and the best I've be able to do is catch it almost in but still almost a millimeter of it still out. I'm using OB regular(the smallest size) and I can't figure out what to do. My mom showed me what to do but it still doesn't work-- and it really hurts whenever I try. I know that I should point it to the lower rear, but i just can't achieve it any farthur.
