They are called Cherry Melasha or something resembling that, I know the cherry is right. I brought my son into the doctor for one of these under his eye. If you can verbs the skin taught over it and the color go out the are fine. Once you let the skin loose again the blood go back to it. Where it get the name cherry.
Once you draw from older the color may not other go away and you can bring back more of them. The can come and go, they are cosmetic. You may take them removed if the do not go away on the own. My son have had his for nearly three years, it is getting lighter but has not gone away. My boyfriend have the little red things everywhere.
