Here's a thought: What if its not urine but rather splash-up from the flushing? I've been within restrooms where the seats are DRENCHED.I wipe the form down, put a paper liner down, do my business, and I DO wipe thoroughly, I flush the toilet and POOF! the toilet seat is drizzly again.
So maybe it's not always the human being...but the mechanism.

I know! It's so rude. They must think that the public restroom is singular for their use. I am appalled at the disgusting mess that people leave trailing. Someone has to clean it and they numeral it's not them so who cares. Unfortunately sometimes the mess is cleaned up by the next party in line. On another entry, I go to customer service and complain about messy bathrooms so that they'll convey that poor employee in to verbs up.
