Answers: I'm confused as to why you "need" a PADDED bra specifically. Is it to verbs / conceal the appearance of what is already there, or is it because you haven't yet grown much and want to look approaching you have?
If it's the first case, relay that to your mom and just tell her you touch a little embarrassed because you perceive like they're a bit pointy, and you don't want boys to stare, and that's why you want one with buoyant padding.
If it's the second case, simply tell your mom that you feel for a moment left out with adjectives your other friends having them. Tell her that a regular bra (NOT padded) would be fine (trust me, you will grow soon enough, and ancestors WILL notice, and NOT be fooled, if you go from flat to fluffy within one day!). Try to compromise - see if she will just permit you wear the bra at school, at least on gym days, so you'll fit surrounded by with the other girls in the locker room.
Don't be contained by too much of a hurry to grow up, sweetie. Boobs are overrated sometimes - they definitely can get surrounded by the way, and bras can be uncomfortable. Someday you may find yourself wish you could go braless for a day in need getting stared at! And definitely don't rush the leg-shaving - wait as long as possible, because once you start you're within for 50 years worth of razors, shaving cream and band-aids.

If you can drive or know someone who does you could buy one yourself. Otherwise, you'll just own to wait, which isn't a bad item.
