What is this piece of skin hanging from vagina?

During a pap smear, my dr. told me that I still have the piece of skin down in that (hymen I suppose) that shouldve be clipped when I give birth to my son (7 yrs ago) but I have a C-section. Anyways a few weeks ago during intercourse I started bleeding badly--it did stop but continued to spot for a few weeks. Now I observe I own a peice of skin hangin OUT of my vagina..what is this?

i come up with that you should shift and see a "gyniologist" (i dream up it's the right label - not sure) or stir see a doctor as soon as possible, because that shouldn't be that instrument.
