Because different birth controls hold different hormone levels, and different women own different hormone levels. If a woman have a higher than average rank of a particular hormone, and take a birth control with that hormone within it, she will have more of that hormone within her system than another woman on the same birth control would. Depending on the hormone, this can increase her likelihood of adverse side effects and it may even in some cases, halt the effectiveness of the birth control for her.
