18 with small boobs?

I'm 18 years old and am a 36 A. I am of late wondering is thins going to be my size for life? My 13 year elderly sister has bigger boobs consequently me! I've read that they come a couple years after puberty but i started my period when i be 11! My mom said she didn't get any boobs untill she be 26 but that doesn't sound natural and i think she single says it to build me feel better. SO does anyone enjoy a similar situation? when did you get yours?
