Sure your breasts can sweat ... they hold skin, don't they?!
If the problem is REALLY bad, you can dash your bra with article towels around the band. I know it sounds bizarre and a bit horrid, but its what they do on movie sets (honest!). Also, wearing cotton bras (yes, they do engender them...I wear them exclusively) helps to involve the moisture.
I do not recommend using anything that might block sweat production, because the skin around your breasts is really sensitive, and the last piece you would want to do is cause a over-hasty or acne. If the problem is really severe, you might want to get a referral to a dermatologist.
