Started when i turned 14. If she's comfortable with them after let her wear them! I feel alot cleaner when wearing tampons instead of sitting within pads all sunshine. i think after youv had your spell for a couple weeks, tampons are good. start out with the smallest ones next to the plastic applicator [they're the easiest] then go up to regular. capably if she is 13 honestly i think she is old satisfactory. Its not to young to start at that age. Its fine. just mkae sure she know how to wear them..
Never, tampons are the leading cause of toxic shock sindrome, stay away and play it risk-free with pads. it depends on how sweet it is. just becareful about them and dont set out them in for too long..
