The labia minora does grow during puberty. How masturbation affects it hasn't be researched very thoroughly though.

Don't worry give or take a few size! Female genitalia is quite diverse among humans, especially the labia minora. Many people are self conscious something like the appearance of their genitals. Some even requested cosmetic surgery to "correct" it! However, research studies have shown that there really is indeed a great deal of diversity.

Most likely, if you are not experiencing any other really bothersome symptoms, symptoms that will not go away, or anything worsening, it is probably conventional.
