My breast milk supply is very low in one breast. 7oz in one and 2-3oz in other. Can I increase that one boob?

Your little one have preferred the side near more milk thus making it enjoy more. you can try other starting on the side that make smaller number milk. I also produce profusely on my not here side and not much on the right. I own be starting beside the right side every time since my little one be two weeks. It have increased slightly, but the not here still make more, because infant doesn't give the impression of being to approaching that side but it may work for you.
