Anyone know about skin bleaching creams?

Im mexican and white and clear in your mind parts of my body are for a moment dark than the rest. Like around my collar, elbows and knees. I've tried scubbing them and scubbing them, using rubbing alcohol, peach scrub and even used a pumace stone till I be lightly cooked...but nil really help. Recently I hear of skin bleaching cream, but it self used for 'personal' areas and be wondering if that would work where. Also, what brand works and where on earth can I find it (what isle). Tried looking at Sav-on and couldn't find SKIN bleaching cream solitary facial pelt bleaching cream.
