It is a neurological problem. Orgasm causes heightened sensitivity to touch within most people, but it is usually not that extreme. When it is extreme it is a form of a disorder call Reflex Sympathetic Dystrophy. There are some treatments for it, but few good ones. Link below is the most sensible one i hold found.
