is it absolutly not normal or kinda run of the mill for a child(7-13 or more) to lay down on her bed facing down and put her hand where on earth her crotch is , not inside her underwear but just out side , kinda do a swingin movement beside her legs and get sexually aroused?

YES! I remember doing it as a child. She is newly figuring out her body. Don't verbs unless she tells you she is interested in boys doing it to her. I be a virgin to age 18 if that tells you anything. Just tolerate her know it is a private thing that should be done contained by private with a door shut and that not a soul else should touch her their. It's Totally normal so don't verbs.. I have worked contained by dozen's of Daycare settings and I have not be in one all the same where the kids didn't do something along those lines.
