Definitely. There are many parents that aren't other available for their children to talk to. A child may unease what the parents have to read aloud about them have sex esp if you know they will say don't do it. If the option were any you get your parent's consent or no BC near would be many more immature girls getting pregnant. It's the parent's job to cause the child feel comfortable going on for talking roughly speaking sex with them. If they don't, within needs to be a method for the child to be protected.

I reason that girls 15 and under should own parental consent. At that age girls are really too young to be have sex period. but, at smallest a serious discussion with their parents and proper sex tuition are needed.
