It is common for girls' nipples to bring dry, especially if she is wearing a scratchy bra (nylon lace bras are often the culprit) because the skin on and around the nipples is completely, very emaciated and fragile. A lot of girls get dry, flaky nipples surrounded by winter, when the air is usually dryer.
The best point to do for dry nipples is to put a strong lotion like Eucerin Calming Cream or Udderly Smooth (available at Target if you live in the United States) on the nipples after every shower and in the past dressing and going to bed. Apply a barrier cream or vaseline on the nipples previously putting a particularly scratchy bra (this will protect them).

I really don't know the answer to that, but you know you could put some bag balm on the areola and the nipple to hang on to it moistened.
