Need counsel, I might neeed surgery!?

I got a circumcision second yr (I'm 22 male) to treat recurrent balanitis and phimosis. The frenum be left contained by place and ever since it's been stretching and hurting agonizingly especially when I get intricate. So I went to my GP doctor a few weeks and give me a referral to urology, and said surgery will need to be done. So anyway I made appts to urology but none I could generate it to because it ended up conflicting beside work or my classes. So anyway it still is hurting and I emailed that one doctor I saw and she just replied this morning adage, "I'm been discussing this next to my colleagues and the only point we can come up with his stretching and massage the frenum everyday. I'm sorry to hear it hasn't gotten better, but I'm afraid the surgery is the only bearing to go if within is pain." etc.

Should I enjoy the surgery, to remove the frenum?
