You should go see a doctor roughly speaking that. I am 19 and I had especially much the same problem. She told me that I have lazy ovaries and that the missed length could also be due to stress or a number of other things. She give me birth control pills to force my body to have a length. The breast tenderness she said be just due to hormones and that it be nothing to be worried roughly.
