I walk every day 2x's a day for 20 min, why do my legs look like they are getting bigger but firmer?

Because as you're walking you're building muscle. You should be getting some really detailed calf muscles. Its not stout although they may look bigger, but I'd to some extent own big and firmer instead of smaller and flabby ;-)
