Can I own a breast reduction done even if I own fibrosystic (fibroids) breast?

I really want to have a breast-reduction but I cant come across to find out whether or not this procedure is possible if I have fibroid breast and borderline diabeties along beside high blood pressure? No Doctor will disclose this info. to me unless I'm prepared to pay seriously of money just for a cosultation!
