I'm not sure the medical origin, but there are psychological reason. A woman may not be able to orgasm unless she have direct stimulation to the clitoris, or she may not be able to capture enough lubrication on her own and may necessitate to use some kind of lube product. Also, she may quality uncomfortable almost sex and that can hinder orgasms.

The reason wouldn't be so much medical as physiological. Most women are never taught, for instance, that they can't hold an orgasm unless the vaginal muscles are relaxed. If they are squeezing or tense, that can in actual fact prevent orgasm. The other main principle is that women don't have the simple arousal triggers that men own, so they need more time.
