OK, this may sound gross, it is to me. I don't know what it is. Ive noticed on my panties, white stuff (a lot).There have been a few times when i go to the bathroom that i find this white stuff on the toilet newspaper, looks kind of like a loogie (ya know, flem) one time i looked down after peeing and it be just kind of slack from my...well you know. What is it? should i ask my doctor? is there anything that i can buy? I use douche, but it just helps for a couple of days. And when im on my period, its lately red loogie looking stuff. HELP??

the vagina doesn't discharge anything to clean itself out unless you have an infection, and explicitly something all together different from cervical mucus, which you will get no business how clean your vagina is because it serves a reproductive function. There are many types of discharge and it's slightly innocent to lump them all together and call everything "merely discharge".

You are completely normal that white fluid is "discharge".
Vagina cleans itself by discharge.You shouldn't use so much soap,because soap have chemical ingredients that irritates your vagina.
Its not that much gross,but if it is a lot,then its better to shower day after day and dry your vagina completely,this way helps down here to be more fresher so it wouldn't smell bad.Then you should use cotton under wear and its better to change them every day.
If you want to be more dry and touch cleaner just use pantyliner.

Discharge is hugely important because it cleans out your vagina. It gets goobies out of it and make it a cleaner place. If you are so worried about it wear liners but it is without a flaw normal and necessary for a nourishing vagina ;) Yes all it is, is discharge. It comes right before your extent.
