It is common for a male to own a pre-ejaculation this is where semen seeps out. The fishy smell if it is mild and not intolerable is also normal as semen has a slight odor to it. Not overpowering. If the guy have a fowl fishy smell then I would not mess around with him anymore, that would NOT be a ordinary common thing.
But yes, they can and do own a tiny amount of pre ejaculation which can happen several times prior to their actual ejaculating.
