yeah she is just a unpunctually bloomer It depends. Does she engage surrounded by serious physical activity on a daily basis? what is her diet like? Is she on birth control?
One of the things that we know just about menses is that some physical activites can delay/reduce their occurrance. For example, if she is a gymnast, it is highly promising that she wouldn't be having them. Or if she have an eating disorder, resembling AN then she won't own them either. The best bet is to nick her to an OBGYN and have her checked for any physical problems. None near? Start looking at emotional ones.
