I remember this self a symptom of PMS...and possibly related to 'growing' because wet retention used to be a valid problem for me....but if this have last for several weeks....it have to be an allergy possibly to the objects her bra is made of? or the detergent /soap she is using...try cotton bras and some 'chemical free' detergent for roughly a week and see if that help...but if...its time to see a doctor
