I'm a 42DDD. For me I don't even muse that is too big. I hold a very curvascious amount. So it's nothing drastic to me.In broad I would not think 38D is too big any, but if your friend is very petite it might come across like it's too big. She can other try wearing a "minimizing bra". They have extra support and "minimize" how colossal your bust looks. It's a much cheaper alternative to surgery.
I have a friend that be the same size and she have terrible pay for pain and shoulder discomfort. She got a slackening. She also couldn't stand the way her blouses fit. She said they adjectives looked tacky because they wouldn't fit right and would fissure open and consequently get stretched.
