Try both a 28 and 30 since you measure 28 below. I'm pretty sure that's a cup size 30H or 28HH within UK, depending on the band that you go with. You'll find it easier to go and get the 30 band size in that cup.

And wow, I'm kind of controlling lol. I'm a UK 28FF!
