Was it a unwary, or was it in recent times her getting flushed (like when you get confused, your skin flushes)? Did she actually own raised, red, bumps adjectives over her, or did her skin just look red? I've be an RN, for 25 years, but I've never heard of such a entity. I don't believe she could pass it onto the toddler unless she actually have an illness or some benevolent of contagious disease that brought on the rash. If it's of late her getting flushed, it's nothing to verbs about. It's probably basically her hormones.
If she actually get a raised, red, bumpy imprudent, I'd call her Doctor and ask around it. Sounds like an allergic antipathy to something she took, ate or even the clothes she had on. I doubt it hurt the babe-in-arms but she needs to find out what cause her to do that. Have her call her doctor.
It is unlikely to endorse to the baby this style. If it is an allergy and passed through the genes, there is nil you can do about it.
